- Meets need
- Does not replicate existing services
- Demonstrates collaboration
- Is new or innovative
Impact
- Serves a broad number of people
- Creates or improves quality services and programs for underserved population
- Has long-lasting and meaningful community impact
Organization
- Has established track record and necessary expertise concerning area of proposed project
- Strong governance
- Sound fiscal condition
Budget
- Clear
- Appropriate for number served
- Appropriate request in relation to total project cost
- Has financial/in-kind support from other sources
Evaluation
- Clear plan with identified goals, objectives, and indicators with which to measure project effectiveness
Sustainability
- Realistic plan for future of funding
